The National Oil Wells Drilling & Workover Company (NWD) hereby invites qualified owners and operators of offshore semi-submersible drilling units with proven experience and demonstrated capability to participate in a pre-qualification process for an offshore drilling and well completion project associated with a marine field development program.
Scope of Work
The project includes the provision and operation of a Semi-Submersible Drilling Unit to perform:
· Offshore Drilling operations.
· Well Completion operations.
· Associated support services related to drilling and completion activities.
· Provision of qualified personnel, equipment, and operational systems required to execute the work in accordance with international oil and gas industry standards and best practices.
· Management, operation, and maintenance of the drilling unit throughout the contract period, from mobilization through completion of the works and demobilization.
Minimum Technical Requirements
The proposed drilling unit shall meet, as a minimum, the following requirements:
· Semi-Submersible Drilling Unit.
· Capability to operate in water depths ranging from 200 to 250 meters minimum.
· Valid classification certificates issued by a recognized international classification society and compliant with IMO MODU Code requirements.
· Pollution prevention and waste management systems compliant with applicable international environmental regulations.
· A minimum of three mud pumps rated at not less than 1,600 HP each.
· Subsea Blowout Preventer (BOP) system with a minimum working pressure rating of 10,000 psi, compliant with applicable API standards.
· Capability to perform drilling and completion operations for directional and/or horizontal offshore wells.
· Suitable accommodation facilities for operating personnel and third-party service crews.
Important Note
The above technical requirements represent the minimum acceptable criteria for pre-qualification purposes only. Detailed technical specifications and the complete Scope of Work will be issued exclusively to those companies successfully pre-qualified.
Pre-Qualification Submission Requirements
Interested companies shall submit the following documentation:
1. Technical File
· Company profile.
· Technical specifications of the proposed drilling unit.
· List of similar projects completed during the last five to ten years.
· Rig certifications and classification documents.
· CVs of key personnel.
· Client references and relevant experience records.
2. Legal File
· Commercial Registration Certificate.
· Valid licenses and statutory authorizations.
· Registration certificates and official approvals.
· Incorporation documents and relevant powers of attorney.
3. HSEQ File
· Approved HSEQ policies and procedures.
· Emergency response and risk management plans.
· ISO 9001, ISO 14001 and other relevant internationally recognized HSE certifications, where applicable.
· HSE performance and safety statistics for the last three years.
4. Financial File
· Audited financial statements for the last three years.
· Evidence of financial capability and solvency.
· Details of external auditors and banking references.
Minimum Qualification Criteria
· Demonstrated experience in offshore drilling services utilizing semi-submersible drilling rigs.
· Successful execution of at least three comparable offshore projects during recent years.
· Established Quality Management System and HSE Management System.
· Availability of adequate personnel, equipment, and resources necessary for successful project execution.
General Conditions
· All submitted documents must be valid at the time of submission.
· The Company reserves the right to accept or reject any pre-qualification application without providing justification.
· This invitation constitutes a Pre-Qualification process only and shall not be construed as an Invitation to Tender, nor does it create any obligation to award a contract.
· Only companies that successfully pass the pre-qualification stage will be invited to participate in the subsequent tendering phase.
