National Oil Wells Drilling & Workover Co. (NWD) invites qualified and accredited inspection companies to submit their Technical and Commercial Proposals for performing Lifting Gear Inspection, Handling Equipment Inspection, and Tubular Inspection Services for Rig 25 – Mabruk Field and Rig 24 – Akakus Field.

Scope of Work

• Tubing Elevators
• Tubing Slips
• Travelling Block Links
• Casing Slips
• Power Tongs and Power Tong Lifting Points
• Lifting Points on Rig Equipment Skids (Mud Pump Skid, Generator House, Mud Tanks, Junk Basket, Rig Office, etc.)
• Wall Thickness Measurement of Pump Lines
• Inspection, Testing, Certification, and Color Coding of all Lifting Slings and Shackles
• Inspection and Certification of all Fall Arrest Equipment, Safety Harnesses, and Associated Components
• Forklift Inspection and Certification
• Kenworth Truck Inspection and Certification

Note: No sandblasting unit is available at the work locations.

Qualification and Certification Requirements

• The inspection company shall hold a valid LLIA Certificate with Full Membership.
• The inspection company shall hold a valid Libyan Accreditation Center (LAC) Certificate.
• All inspectors assigned to the project shall possess valid Inspector Competency Certificates relevant to the inspection activities they are authorized to perform.
• Inspectors shall hold valid LLIA Certificates covering each category of lifting equipment and accessories included within the inspection scope.
• Where Non-Destructive Testing (NDT) is required, inspectors shall hold valid ASNT Level II Certification or an internationally recognized equivalent qualification.
• All company accreditations, memberships, inspector certifications, technician qualifications, and competency records shall be submitted as part of the Technical Proposal.
• All submitted certificates shall be valid and current at the time of bid submission and throughout execution of the services.
• NWD reserves the right to verify the authenticity and validity of all submitted certifications and supporting documentation.

Mandatory Submission Requirement

Failure to submit the required accreditation certificates, memberships, inspector qualifications, competency records, and supporting documentation with the Technical Proposal shall result in the bid being considered non-compliant and may lead to exclusion from the technical evaluation process.
