دعوة للتأهيل المبدئي المسبق للشركات المتخصصة في مجال الحفر و تجهيز الآبار

تعلن الشركة الوطنية لحفر و صيانة أبار النفط عن دعوة للتأهيل المبدئي المسبق للشركات المتخصصة في مجال الحفر و تجهيز الآبار في كافة المجالات والخدمات وذلك لقيام هذه الشركات في المشاركة بمشروعات الشركة الوطنية لحفر وصيانة آبار النفط لتنفيذ مشاريع الحفر في كل المواقع في الحقول الليبية.

فعلى الشركات المتخصصة في هذا المجال والتي تأنس في نفسها القدرة والكفاءة التقدم إلى الشركة الوطنية لحفر و صيانة آبار النفط بملف متكامل يتضمن جميع المتطلبات ومستوفي للشروط المطلوبة المدرجة أدناه وذلك في موعد أقصاه 11 / 02 / 2023  لغرض التقييم والتأهيل المبدئي المسبق والذي على ضوئه سيتم اختيار الشركات القادرة والمؤهلة ليتم دعوتها لتقديم قوائم الأسعار للخدمات والمواد و الأدوات التي تقوم بتوفيرها و العمل بها .

الخدمات المطلوبة : على سبيل المثال لا للحصر ( خدامات تسجيل الآبار – خدمات اختبار الآبار – خدمات تسميت الآبار – خدمات الإصطياد – خدمات الحفر ” كمحركات الحفر + فؤوس الحفر” – خدمات إنزال أنابيب التغليف و الإنتاج – خدمات تطوير – زيادة سرعة الحفر – خدمات عينات الصخور اللبية و تحليلها –  خدمات سوائل الحفر – خدمات إدارة مخلفات الحفر والخدمات البيئية  – خدمات الأعمال المدنية لتجهيز مواقع الحفر –  خدمات تسجيل عينات الصخور – خدمات إكمال الآبار –  الخدمات الهندسية و إدارة المشاريع – خدمات برمجيات عمليات و هندسة الحفر- الخ  )

المستندات والوثائق المطلوبة :

·         رسالة رسمية موجهه إلى إدارة العمليات تفيد بالرغبة في المشاركة وإسم الشخص المخول بالتسليم والاستلام والعنوان الرئيسي للشركة.

·         التراخيص اللآزمة لمزاولة النشاط وفق القوانين المعمول بها في ليبيا : – (ترخيص مزاولة المهنة ساري المفعول + التسجيل التجاري + التسجيل بالغرفة التجارية + شهادة سداد الضرائب + عقد التأسيس).

·         الهيكل التنظيمي الإداري للشركة ومستندات التعريف بالشركة.

·         المستندات الدالة على الخبرة السابقة محليا و دوليا.

v      تسلم هذه المستندات في ظرف مغلق معنون إلى إدارة العمليات بالشركة الوطنية لحفر و صيانة أبار النفط المقر الرئيسي – الكريمية.

v      دعوة التأهيل المبدئي هذه لا تعتبر دعوة للمشاركة في هذا العطاء.

v      سيكون التعامل مع الأشخاص المخولين رسمياً من قبل الشركات المتقدمة للتأهيل

The National Oil Wells  Drilling and Work-over Company announces the invitation for the initial pre-qualification of companies specialized in the field of wells preparations , Drilling and completion in all Libyan Oil & Gas fields, in order for these companies to participate in National Oil Wells  Drilling and Work-over Company’s in all locations in the Libyan Oil & Gas fields.

For those companies whose specialized in this field of services and which have established themselves in the ability and competency , submit a complete file to the National Oil wells  Drilling and Work-over Company  that includes all the requirements and fulfills the required conditions listed below, no later than 11 /02 / 2023 for the purpose of preliminary evaluation and pre-qualification, in the light of which Capable and qualified companies will be selected to be invited to provide price lists for the services, materials , tools and equipment’s  that they provide and execute the work with.

Where the required services: for example, but not limited to (well logging services – well testing services – well cementing services – fishing / Milling services – drilling services “such as Drilling Down-hole Motors “PDMs” + Drilling bits” – Tubular services  – Drilling optimization and ROP improvement tools and services – Coring services and analysis  – Drilling fluids services – Drilling waste management and environmental services – Site’s Civil works services– Mud logging services – Well completion services – Engineering and project management services – Operations and drilling engineering software services – etc.)

Documents required:

·         An official letter addressed to the Operations Department stating the desire to participate, the person authorized to deliver and receive, and the main company office address.

·         The company legal documents to practice the activity in accordance with the laws in force in Libya: – (Valid licenses to practice the profession + commercial registration + registration in the Chamber of Commerce + Tax payment certificate + Company establishment / foundation contract).

·         The company organizational structure chart

·         Local and international case histories and support documents.

•  Documents shall be delivered in a sealed envelope addressed to the Operations Department at the National Oil Wells Drilling and Work-over Company, main office – Al-Kremia

•  The pre-qualification invitation is not an invitation to participate in this bid.

•  Official dealing will be with persons officially authorized by the companies that applying for this pre-qualification
